Should he leave his current carrier for what ever reason, he might have some better luck with Telus' newly launched LTE coverage in Thunder Bay Ontario. He'll be able to hack those Ingress portals in record speeds.
LTE has become a big deal in Canada since Rogers first released it approximately a year ago. It had a shaky start, many people including myself suffered from data drops and inconsistent service, but most of these issues seem to be all worked for a while now.
Now that Telus has lit up Thunder Bay, perhaps existing LTE coverage from other carriers will soon get a little more reliable, as I've heard many reports of poor connection from many people in and around the Bay area.
